Why do android pdf downloads not work

 · I have a web app that lets users download a pdf file. It is bltadwin.ru MVC and it all works fine on desktop browsers, iPhone, Android Chrome, and in a native Android app that overrides the Web View setDownloadListener(). However, the download doesn't seem to work when using the default Android bltadwin.rus: 4.  · I wasn't facing this issue in Android 9 and in Android 10 i opted out for Legacy Storage. But in Android 11, I am not able to open the file downloaded from Download Manager. The same file can be opened from file Manager, though.
